What Is the Rural Health Transformation Program?

The Rural Health Transformation Program (RHTP) is a landmark federal initiative introduced through the One Big Beautiful Bill Act (OBBBA) that sets aside $50 billion over five years (FY2026–2030) to strengthen healthcare in rural communities across all 50 states.

Funding flows through state-level Rural Health Transformation Plans submitted to CMS. Once a state plan is approved, eligible rural hospitals, clinics, and providers receive access to funds designed to support modernization, workforce stability, and long-term financial sustainability.

For CAHs and RHCs, this represents one of the most significant rural health funding opportunities in a generation — but only if those dollars are invested in solutions that drive real, defensible impact.
